In light of the recent peace agreements between the Contras and the Sandinistas, this aid package is strictly for humanitarian purposes. However, if the peace process falters, this package allows for prompt consideration of supplying the Contras with U.S. funds for the purchase of weapons and military equipment.
I certainly hope that the ongoing peace process is successful in instituting democratic reforms in Nicaragua. While we must be prepared to act quickly if this process fails, I believe this aid package is the best U.S. response to the current situation.
