The Board of Supervisors will take comment on the proposed $3,871,698 school budget for 1988-89 at a public hearing set for Thursday, April 21, at 7 p.m. in the Rappahannock County Elementary School. In presenting the budget at Monday’s board „ meeting, Superintendent David Gangel described it as a balance between what teachers and other staff members have requested, what’s best for the students, and how to provide what’s best at the least cost to the county. The budget, which represents a 12 percent - increase over current spending for education, > ’ calls for a 12 percent rise in local support and L projects increases of 16.7 percent in state aid, 12 •• percent in federal aid, and seven percent in sales ■ tax revenue. Dr. Gangel reported that the proposed .'spending plan includes a salary hike for teachers " of eight percent to the base of the pay scale (which has a raise of three percent on the base at most of the steps for years of experience). That figure is more than the 7.3 percent average ‘mandated by the state. But “no matter what ‘measure you use, salaries are low here,” Dr. ’ .Gangel said, noting that Rappahannock ranks 128th out of 134 Virginia school divisions in starting salary. “To attract good teachers, we " have to compete not just with those 134 Virginia i( divisions but with other states.” Classified personnel and administrators are
