In Culpeper County last Friday night, two young sisters drowned when the car their mother was driving was swept off a bridge by rain-swollen floodwaters. According to Col. Dieter C. Knuepfer, the county’s emergency services coordinator, his rain gauge near Massie's Corner has measured 6.10 inches of rain since May 1.
