During his first three years as governor, Baliles has generally stood in good light.
He was hailed for calling the 19H(> special session for transportation initiatives at which the Assembly established a 12-year, $12 billion unified transportation program.
In March, however, the governor experienced his greatest setback. Just one month after the assembly had completed its budget amendments and returned home, the U.S, Supreme Court ruled that taxing federal employees while exempting state and local employees — a practice in Virginia for almost half a century — was unconstitutional.
The Baliles Administration, was accused by Republicans of snoozing on the job, and for not alerting the assembly to the court case.
Calling for a bipartisan solution, Baliles submitted his plan for tax re lief for public and private retirees before the April, 1989 special session.
