Republicans and Democrats alike criticized the governor’s plan and how he handled the situation. Even Baliles’ closest allies were apparently left in the dark about the proposed solution until the first day of the session.
Figures on the impact of the court decision were overestimated, and inaccurate information flooded the media.
The proposed plan, which established a tax threshold, was scratched for a tax exclusion. Although 22 other states were faced with the same problem, the pension tax crisis became a coffee stain on Baliles’ neatly outlined resume.
Having served in the House of Delegates, Baliles held his first statewide office in 1981, serving as Attorney General of Virginia.
In 1986, he became the 65th governor of the state.
Virginia’s governors are limited to one four-year term, so Baliles will be leaving the Executive Mansion, which sits alongside the Capitol building, at year’s end.
Many have speculated that he will challenge Republican Sen. John W. Warner for the U.S. Senate seat,, but Baliles insists he has not decided on his future plans.
“I haven’t announced any plans because I haven’t developed any plans yet for the future. There are many options that have been suggested to me, considered by me or written about me, but I haven't made any decisions yet," he said.
