To the editor:
The members of the Town of Washington's ARB would like to explain why we exist and how we func-tion. Also, we would like to clarify misunderstandings expressed in the May 4, 1989 edition of your paper.
Years ago, Washington was designated a Historic District by the Virginia Director of Historic Landmarks and was also listed on the National Register of Historic Districts.
To preserve the historic character of the town, the Town Council passed the Historic District Ordinance. This ordinance created an ARB, appointed by the Town Council, and provided that decisions of the ARB could be appealed to the Town Council. The ordinance gives direction as to how the decisions of the ARB shall be made.
The application for the Rappahannock County Jail addition was scheduled to be reviewed at the ARB’s regular meeting on April 20. The county's representative was unable to attend this meeting because of a scheduling conflict. The normal process in a case of this type is to hear the application at the next regular meeting, one month later. The ARB, in an effort to accommodate the county, scheduled a special meeting one week later to hear the application if Mr. McCarthy so desired. In doing so; we sped up the process by three weeks rather than delaying it.
