RICHMOND — The year 1986 was designated the “Year of Transportation" in Virginia. The year 1987 was designated the “Year of Trade,” and was followed by the “Year of Investment." This year has been labeled the “Year of Across-the-Board Priorities.”

For four years, the man who has set the agenda for Virginia has been Democratic Gov. Gerald L. Baliles.

During his term, the 48-year-old governor from Patrick County has been tagged the highway engineer, the traveling governor, and the governor-on-the-go. Some less flattering labels, such as the “tax-andspend” governor, have also been mentioned.

Regardless of the governor’s image, statistics show that Virginia’s economy has flourished under the Baliles administration.

Since October of 1987, the state’s unemployment rate has lingered at four percent, the lowest unemployment rate in Vireinia in 15 vears.
