Land and development costs are estimated at about $10 million, a cost to be paid from the Commonwealth Port Fund created last year by legislation from the General Assembly’s 1986 special session on transportation.

"The Virginia Inland Port enables us to increase import and export cargo through stateowned terminals in, Hampton Roads from markets in Northern Virginia and the Ohio Valley region." said Gov. Gerald L. Baliles, who first announced the building of the port in August of 1987.

As anticipated, Virginia’s land port has already begun to lure cargo away from other East Coast ports, particularly Baltimore. “We're moving cargo Virginia did not handle before — cargo that had moved through Baltimore,” said Lea Billings, VPA direct of special projects.
