Several of the most controversial parts of the proposed Family Life Education curriculum have been postponed to later grade levels, in response to concerns voiced at last week’s public hearing, according to School Superintendent David Gangel and Community Involvement Team leader Judy Tole.
As a result of the fears expressed by some speakers at the hearing that teachers might teach something other than what the curriculum called for, an instructional note was added that says:
“Due to the controversial nature of Family Life Education teachers are to instruct only the presented Family Life Curriculum as defined within the Family Life Education Curriculum of Rappahannock County Public Schools. Deviations from the curriculum without prior approval of the Superintendant would constitute a failure to comply with School Board rules and regulations and be deemed a violation of teacher contract.
“Substitute teachers are not authorized to provide Family Life Education instruction without prior approval of the Superintendent.”
In the seemingly controversial objective (K. 12) for kindergarten students about teaching correct terminology for body parts and functions, a statement of purpose was added at the beginning that says, “To avoid the use of vulgar or slang terminology students will use correct terminology ...” Also as a result of concerns expressed at the hearing, the sentence “These terms are introduced as they occur in daily activities and are not taught directly” is underlined.
The second grade objective 2.4 that said, “Students will become aware that babies grow inside the mother’s body in a special place called the uterus” was eliminated from the second grade curriculum and moved to the third grade. There, it is incorporated as part of objective 3.7 which says “Students will comprehand that the baby grows inside the mother’s body and a gestational period and then is born.”
The third grade Objective 3.4 that said, “Students will become aware that both a male and a female are necessary to have a baby,” was eliminated from the third grade curriculum and moved to the fourth grade to be incorporated with 4.1 which says, “Students will be able to identify the human reproductive organs.”
