lhese increases alone could have pushed the tax rate higher than To cents, except that one figure is down from last year. That budget anticipated $400,000 to finish building and start operating the landfill, $150,000 less than it actually cost, and $139,731 was included for operating it this year.
But not all of this $260,259 savings from the line item for the landfill is available to hold dowm the tax rate, because every other major portion of the budget has had some increase.
County Administrator John McCarthy pointed out that the Social Services budget is actually lower than last year, but more of the money is local. The county’s portion of the Health Department budget is also up a moderate amount, Mr. McCarthy said, while the state’s share of the funding is down.

The Internal Revenue Service reminds taxpayers that, beginning with tax returns filed for the 1989 tax year, individuals claiming exemptions for children who will be at least two years old by Dec. 31, 1989 must have a Social Security number for each child. Previously, the requirement wras limited to children age five years or older.
