The current budget anticipated a balance of between $50,000 and $75,000 on June 80, the end of the present fiscal year.
However, the construction and operation of the landfill has cost $150,000 more than was expected; payment to other jurisdictions to hold Rappahannock juveniles in detention ran about $10,000 more than had been budgeted; and when the county found out that premiums for health insurance for a single subscriber would be $1,580 rather than the $b54 that had been budgeted, that cost the county an additional $16,224 more than the approved budget had anticipated.
The result is that rather than having the comfortable balance or even the $50,000 to $75,000 expected, Rappahannock County.finds itself in the position of having to borrow $100,000 to finish out this budget at the end of June and another $225,000 to make it through to the fall when taxes are received.
Fortunately, if such a word can be used when describing the present situation, property and real estate taxes were more than anticipated last year, or the county's deficit would be worse than it already is.
What, besides the 18 cents needed to recover the surplus, accounts for next year’s anticipated tax increase? Approximately three cents will be used to make the first payment on the high school addition. About four and half cents are budgeted for the addition to the jail, and slightly more than four cents represents the county's share of the rest of the school budget increases, this going principally to increased salaries for teachers and other school employees.
