Drawer 519), c/o Mr. John W. McCarthy. County Administrator. Late proposals shall not be considered. Mr. McCarthy will respond to questions and schedule pre- bid meetings as needed; please reach him at (703) 675-3342 Proposals from qualified and responsible firms will be ranked by a Selection Committee' on the above criteria, and interviews will be held by the Committee with the top two (2) ranking firms, if necessary. The Committee will negotiate a fee with the firm that ranks the highest. If a suitably agreeable fee cannot be finalized with the highest ranking firm, negotiation will be held with the firm with the next highest rankle
