“The final decision has not been made concerning the SOQ,” Dr. Ridley said. He said that the EPR was being designed to “reduce the paperwork burden on the schools.” If the State Board of Education approves the EPR most of the findings concerning SOQ and standards for accreditation could be eliminated from the Administrative Review, he said.
“We don’t have a support staff,” Mrs. Massie said. “Our teachers and administrators do it all. I know that all this paperwork and reports cut into teaching significantly. That’s another reason I’m a ‘doubting Thomas’ when it comes to reports.”
Dr. Ridley had explained that each school system is grouped with 14 others “with like characteristics into a comparison band.”
Once the program is in place each school division will also be evaluated on whether or not it has improved in each indicator compared with the previous year, Dr. Ridley explained. He said that the state is also trying to cluster individual schools as well as school divisions.
“EPR is not going to improve student learning,” he said. “It will provide the school division with information to make decisions . . . What I’ve been personally preaching is to deemphasize comparisons of one school division with another. We’ll establish a benchmark level in
