“The property adjoining Blackjack Farm sold on Jan. 6, 1992 for $1,324 an acre,” said Mr. McClusky.
Mr. McClusky said the the CRCP was using the assessed value of the property as the means to Fpake its charges. The most recent assessment, completed in 1988, ^howed the value of the land with improvements, at $528,800. This figure reflects a Board of Equalization adjustment lowering the total value by $44,600 from the original assessment of $573,400.
“I offered the owner (Tilford Jones) $1,050 an acre the first offer,” he said. “He later wrote a 2Vi page letter to me telling me that I didn’t know anything about farmland and I better go hire an agronomist.”
According to Mr. McClusky, Mr. Jones told him that his land was a lot more valuable than the land next door, which, added Mr. McCLusky, it was. “Blackjack had more clear acreage, higher elevation, less blackjack soil and a number of other things,” he went on to explain.
“Besides,” added Mr. McClusky, “our offer was substantiated by an official independent appraisal that said what we were offering was well within the range of what the property was worth.
