With the system in place, within three seconds of a call coming in, the dispatcher will be able to look at his screen and see exactly where the house is on the map along with all of the information about the residents of the location from which the call was made.
According to County Administrator John McCarthy, the fully implemented E911 System is “idiot proof." “Even if the person making the call is unable to speak a word,” explained Mr. McCarthy, “information about location and name of the person who owns the telephone from which the call is being made will come up on the screen and that person will get an emergency response.”
Mr. McCarthy explained that the basic 911 service would have presented problems for the county because there are many phone exchanges that do not originate in the county. “When these people call, say from a 937 or 635 exchange, their calls are switched to Culpeper and not to Rappahannock. The dispatcher must then ask what county the call is coming from and then send the call to the proper dispatcher," said Mr. McCarthy.
“A lot of time is lost in this process,” he added.
“I realize that some people have reservations about the cost -of the E911 System, (estimated to be around $200,000), said Mr. McCarthy. “However, the cost will be defrayed by the fact that the system contains storage capacity for other levels of information such as building and tax maps. The system can be used for other purposes.”
