The system, said Mr. McCarthy, if things run smoothly, will be in place by August of next year. Because of the $2 surcharge imposed on residents early on, he explained, all but $25,000 of the costs will be paid by that time, he said.
The issue of payment for the street signs is still undecided. McCarthy explained that the contract with Autometric Inc., the Alexandria company that conceived of system and will subsequently implement it, calls for a six-month period where payment is delayed until revenues equal what is owed.
“There is also some feeling that we should implement the system without the street signs and see if it would work,” said Mr. McCarthy. “There is no law that you have to have street signs.”
Mr. McCarthy explained that the choice to implement the more expensive E911 RASTER-based System as opposed to a less expensive system using ARC data was based on the fact that the RASTER-based system would be more efficient and have much more storage capacity for other types of information that would be useful to the county.
“We think the people are getting much better for more money than less money would have brought them,” said Mr. McCarthy. “I think the costs of doing the system right in the first place is less than the costs of getting the system up and having to pay to upgrade it inevitably in the long run.”
