Hakel said the identification of Higbee as the individual involved in those incidents is tentative, and that his “modus operandi is to steal cars and keep moving. There have been two or three sightings,” Hakel said, “and each time he has been headed west. Our rangers are still being observant, but all indications are that he has left the area."

Higbee is described as a 34-yearold white male, five feet, nine inches tall, 160 pounds with brown hair and brown eyes.

Weatherholtz said Higbee failed to return May 29 from an unsupervised furlough from the Chittenden Community Correctional Center in South Burlington, Vermont, where he was serving a sentence for burglary. “Apparently he did the same thing last year,” the sheriff added, “and they found him in North Dakota.”

Lookouts issued in connection with the incidents stated that Higbee is wanted in connection with a string of burglaries in Upstate New York, and that it is not known whether he is armed, although handguns were taken in the burglaries and he has been known to carry firearms in the past.

In other police news last week:

• Charles Allen Brown, 27, of Sperryville, was ordered held without bond on numerous charges following a hearing July 23 in Juvenile and Domestic Relations Court.

Brown, who was recaptured July 19 after his escape from the Rappahannock County Jail July 12, faces charges of rape, sodomy and abduction in an incident involving a juvenile June 30.

His escape resulted in additional indictments of felony escape by force and injury to a jail employee, which were returned by a Circuit Court grand jury the day after his escape.
