Municipal Waste Act of 1!M2 (S.2877), in a statement delivered on the Senate floor on July 20.

“Since this issue first came before the Senate in 195M), I have introduced three pieces of legislation to address this matter,” Warner said. “This issue has affected the citizens of Virginia in both positive and negative ways."

Warner noted that some localities have negotiated waste disposal agreements with financial advantages for the community.

In others, particularly Selma, Va., in Alleghany County, “citizens waged a 20-month battle while 0f> tractor trailer loads of trash per day carried tons of waste over rural roads to a privately owned landfill," Warner said.

“This landfill accepted out-ofstate waste despite the wishes of the local government and citizens and caused serious damage to the water quality of the Jackson River."

The bill passed Thursday by tin* Senate, Warner said, “is the best effort to recognize the many legitimate viewpoints” of exporting states, importing states and the private sector.

A similar bill is (lending in the U.S. House of Representatives.
