The statute, proposed by Gov. L. Douglas Wilder and approved by the General Assembly this year, makes it “unlawful for any person not a licensed firearms dealer to purchase more than one handgun within any 30-day period” unless the purchaser completes an enhanced background check by special application to the Department of State Police.
