In the race for governor, observers and party officials say Allen must win on the first ballot with a 51 percent majority. If he fails, some delegates may perceive Allen as weak and could throw their support behind Williams or Miller.
“A second ballot is essential for Williams who cannot win on a first ballot," said John Goolrick, a former Allen aide who now works for U.S. Rep. Herb Bateman (R-7th). “Just talking to people around the state, it seems that George Allen will win on the first ballot.”
