Williams has charged that Allen used his congressional budget to run his gubernatorial campaign, taking advantage of perks such as mass mailings and long-distance phone calls. Allen in 1992 had the third largest budget —$666,194 —out of Virginia’s 10 congressmen, even though Allen was not running for reelection.
Williams said this contradicts Allen’s published statements from his congressional campaign that he would fight against such abuses. Allen, who has lost some support because of publicity about his congressional budget, said his spending reflects the sprawling size of his old district.
