In most large counties like Culpeper such as Fauquier, Albemarle, and Rockingham, the outlying areas such as Marshall, Scottsville, and Bridgewater have their own exchanges. But out of Culpeper the outlying areas of Amissville, Castleton, Boston, and Richardsville are all considered part of the same exchange as the town of Culpeper.
Here, I believe, lies the problem with step three and why past attempts at this have failed. Most people in the distant parts of Culpeper County have no need or desire to call Washington, Va. If 937 and 547 were their own exchanges as in other large counties, I feel the majority of customers in Amissville, Castleton and Boston would vote yes and this would pass easily. So, in five months, when the Culpeper customers vote it will be a struggle to get 50 percent to vote even if it only cost them 30 cents.
During comversations with the helpful people in Richmond, Mr. Wickhan commented on how, in looking at his detailed map of all the exchanges in Virginia, Culpeper appeared to be the largest in the state while the Washington exchange barely shows up.
