I asked them to try and have Centel and C&P run a simple aver-, age monthly telephone bill amount of residential customers in the 675 (950 lines) and 987 (1,100 lines) exchanges. Of the six separate exchanges in Rappahannock County, these two are adjacent, of similar geographical size and number of lines and are the only two entirely in the county.
If feel it would present to all parties concerned a very graphic example of the inequity of the situation here. Heck, in my neighborhood three miles outside Washington we have 675, 987, and 937 numbers.
Also, in talking to them I found out who has power controlling the telephone franchises. The governing body in each jurisdiction can revoke a franchise if the level of service is inadequate.
But then I was told that the level of service and the size of local calling area are considered separately.
It is my opinion that a small county separate exchanges, having a toll boundary in the center of the county, and a situation where a town in the east can call a town in the west but not halfway there to its own county seat, but is able to call free two other county seat constitutes a very low level of service.
