A bill passed the General Assembly last year that may make a poll of C and P customers with Culpeper telephone numbers unnecessary, Bill Brown, a C and P manager in Culpeper said. In accessing the cost of providing toll-free calls to 675-exchange numbers for Culpeper customers, he said the company will first compute the value of current long-distance billing that will be lost. They will add the cost of increasing the number of trunk lines because the company figures that there will be more calls once they become local. Once those figures are in the company will know' how much more each Culpeper customer will have to pay for the extended service.
If that figure is less than 72 cents, 5 percent of the current bill for basic service, a poll of those customers won’t be made, he said, because of the new legislation. There would have to be public notice and an opportunity for public comment, however, he said.
Mr. Wilkins feels that an increase in a . poll of 937-exchange customers would be approved, but if the increase is high enough for C and P to poll its customers, they won’t just poll 937-exchange customers. Instead they will poll all Culpeper exchanges, including those in the Lignum area, far from Rappahannock.
