Mrs. Lynch said, “Asking the Friends to fund this is like asking the PTA to fund school programs. They are for things over and beyond these expenses.”
Dr. Young said, “We try to function so we are not dependent on the Friends for operating expenses. Every year something comes up that we need the Friends for.”
Mr. Barton said, “When you approach people to support the library you get a better response if you are asking to make things better rather than on-going expenses.”
“If you see your way clear to fund the budget, the Friends will be doing other things,” Mr. Warner said.
The same refrain was heard when the board considered the request of the Rappahannock Animal Welfare League for an increase from $550 per month to $1,000 per month for operating the animal shelter.
Several speakers told of the excellent reputation Rappahannock has because most dogs brought to the shelter are adopted out. RAWL is also working very hard to promote a program of spaying and neutering animals to reduce the population of unwanted animals they said.
The numbers of animals going through the shelter continues to increase each year, they added.
RAWL representatives said they just want to laiow that they can pay the shelter manager and her parttime assistant without relying on fundraising activities.
Again Mr. Massie said, “This is a big increase this year. If we give you $1,000 a month will you not ask for an increase next year?”
Lisa Reid said, “I doubt we’ll be back asking for an additional $5,400.”
