Telephone Company) PROPOSES TO EXPAND THE LOCAL SERVICE AREA OF THE CULPEPER EXCHANGE TO INCLUDE

THE WASHINGTON, VIRGINIA EXCHANGE

CASE NO. PUC940021 :

On May 20,1993, telephone subscribers in Sprint/Centel’s Washington, Virginia r , exchange petitioned the Virginia State Corporation Commission for local calling to Culpeper. , .

Between November 15, 1993 and January 14, 1994, the subscribers in the Washington exchange were polled regarding their willingness to pay an increase in rates for local calling to Culpeper. A majority of customers in the Washington, Virginia - exchange supported this expansion of local service.

In conjunction with a cost study conducted by Sprint/Ccntel, the Commission determined the increase in monthly rates for service which would result from the expansion of the local service area. The Commission required Bell Atlantic Virginia, Inc. (formerly named C&P Telephone Company of Virginia) (the Company" or “Bell Atlantic") to conduct similar cost studies to allow the Commission to determine the monthly rates for expanded local service for Culpeper customers to the Washington, Virginia exchange.

For expanded local calling to Washington, Virginia (telephone numbers beginning - with 675) form Culpeper (telephone numbers beginning with 262, 399, 423, 547, 727, 825, 829 and 937), monthly rates would increase as follows: flat rate residential service,' $0.30 per access line; residential message rate or measured rate service, S0.20 per access line; residential economy service, $0.12 per access line; business flat rate service, $1.09 per access line; business message rate or measured rate lines or trunks, $0.28 per line or trunk; flat rate PBX trunks, $1.70 per trunk; and semi-public coin service, $0.69.

Any customer desiring more information on this proposed change should contact their Bell Atlantic Customer Service Center. Copies of the Company’s application may be reviewed at the Commission’s Document Control Center, located on the First Floor of the Tyler Building, 1300 East Main Street, Richmond, Virginia, 23219.

Any customer wishing to comment on the proposed change to their local calling ■ ' area or to request a hearing on Bell Atlantic’s application may do so by filing such requests or comments, in writing, referring to Case No. PUC940021, with the Clerk of ' the Commission, William J. Bridge, c/o Document Control Center, P.O. Box 2118, Richmond, Virginia 23216, on or before July 5, 1994. Corporate entities shall be represented by counsel in accordance with Rule 4:8 of the Commission’s Rules of Practice and Procedure and shall file an original and fifteen (15) copies of any comment or request for hearing on or before July 5, 1994, with the Clerk of the Commission at the • , address set forth above.

If the Commission receives less than twenty (20) objections to the proposed expansion of the local service area to include the Washington, Virginia exchange, it may consider Bell Atlantic’s application without a hearing.
