North had been granted concealed weapons permits by other judges when he made his home in Northern Virginia as far back as 1987, but his permit was temporarily suspended in 1989 after his felony convictions.
Clarke County Sheriff Dale Gardner, who is also a Democrat, filed an affidavit with North’s permit application, attesting to North’s “good character" in the community.
“I don’t know anything bad about him. I can only go on what I hear,” Gardner said.
North has 10 days to appeal the decision, and can ask to argue his case before Berry. McLagan said there are no plans to appeal the denial.

After more than a decade of AIDS education, nearly 50 percent of surveyed Virginians incorrectly believe they could become infected with human immunodeficiency virus (HIV) through donating blood. HIV is the virus that causes AIDS.
The findings are from the Behavioral Risk Factor Surveillance System, an annual telephone survey gauging how Americans feel about behaviors that affect their health. The just released survey indicated Virginian’s fear of HIV transmission through blood donation increased from 38 percent in 1991 to 47 percent in 1992. This fear has caused a decrease in blood donations and can place blood banks in difficult situations.
The risk of contracting HIV through donating blood is nonexistent according to Virginia Department of Health (VDH) officials. Blood donation centers use only disposable needles. Once the equipment is used, it is discarded, hence no person comes in contact with needles used for other donors. It is believed that many persons have confused donating blood with the risk of receiving blood transfusions.
According to VDH officials, the Department is making efforts to reinforce the fact that it is safe to donate blood. “These survey results prompted us to reassure the public that there is no risk of contracting HIV infection by donating blood. We must ensure that blood supplies will remain adequate,” stated Dr. Donald Stem, acting state health commissioner.
