the Loudoun failure that the opportunity still exists for the ODJC’s Joe De Francis and his Maryland racing circuit to consider an agreement for the Maryland tracks and the Prince William establishment, if it is approved, to cooperate on racing dates.
The Virginia Jockey Club is the only remaining hope for a track in Northern Virginia, with the other applicants’ sites in New Kent County, Virginia Beach and Portsmouth. Wilson is also the only applicant proposing racing year-round, an idea he says is the only plan that can benefit the Virginia horse industry as a whole.
Another track applicant, Arnold Stansley, is also poised to enter a racing circuit agreement with the Maryland Jockey Club, should his New Kent proposal be selected. Under an agreement between Stansley, a trotting track operator from Ohio, and the MJC, Joe De Francis would still run his Maryland-Virginia racing circuit. The racing in the Commonwealth would be limited to dark dates on the Maryland schedule, and year-round simulcasting profits from the site, which would remain open as a betting parlor year-round, would benefit the Maryland tracks’ purse structure.
The Citizens for Horse Racing group has also enlisted the help and support of Friends of the Equestrian Sports Complex United (FESCUE), a grassroots citizens’ group.
