NOTICE TO THE PUBLIC OF AN APPLICATION

FOR A GENERAL RATE INCREASE BY

THE POTOMAC EDISON COMPANY

CASE NO. PUE940045

The Potomac Edison Company ("the Company" or "Potomac Edison") has applied to the Commission ("Commission") to increase its rates and charges. The revised rates and charges would produce approximately SI2.5 million in additional annual revenues. According to the application, any increase in base rates finally allowed by the Commission in Case No. PU930033. the Company's rate application now pending before the Commission. would effectively reduce the amount of increase requested in this application. Potomac Edison also proposes various changes in its terms and conditions of service, miscellaneous fees and charges, a new curtailable service rider for Schedules "PH" and "PP", and an experimental shoulder-peak rider available to Rate schedules “PH" and "PP". The details of these and other tariff revisions are set out in the Company's application and accompanying materials. Interested persons are encouraged to review Potomac Edison's application and supporting documents for the details of these proposals.

The Commission has suspended Potomac Edison's rate increase and proposed revisions to its tariffs and terms and conditions of service through November 19.1 1994. and has ordered an investigation of the application. Interested persons should be advised, that after considering all the evidence, the Commission may approve rates and revisions to Potomac Edison's tariffs and terms and conditions of service which differ from those appearing in the Company's application and supporting documents.

The Commission has scheduled a hearing before a Hearing Examiner, to begin at 10:00 a.m.. on December 7. 1994. in the Commission's Courtroom, located on the second floor of the Tyler Building, 1300 East Main Street, Richmond. Virginia to receive evidence relevant to the Company's application.

A copy of Potomac Edison's application and accompanying materials are available for inspection during regular business hours at all of the Company's offices in Virginia where bills may be paid. A copy of the application is also available for inspection Monday through Friday. 8:15 a.m. to 5:00 p.m. at the Commission's Document Control Center. First Floor, Tyler. Building, 1300 East Main Street, Richmond, Virginia.

Any person desiring to comment in writing on Potomac Edison's application may do so by directing such comments on or before October 17, 1994, to the Clerk of the Commission, c/o Document Control Center, P.O. Box 2118. Richmond. Virginia 23216. These written comments must refer to Case No. PUE940O45. Any person desiring to make a statement at the public hearing concerning Potomac Edison's application need only appear in the Commission's second floor courtroom at 9:45 a.m. on the day of the hearing and identify himself as a public witness to the Commission's Bailiff.
