That’s how House of Delegates candidate Sue Scheer characterizes Governor George Allen’s rejection — supported by Del. Jay Katzen — of as much as $14 million in federal funds available to Virginia’s public schools through the Goals 2000 program.
The Goals 2000 program was begun under President George Bush and developed by the nation’s governors at the 1989 Education Summit in Charlottesville. It promotes higher standards and improved student performance, improved teacher education, more parental involvement and safer schools. States and localities decide how to pursue those goals.
