NAACP and the Republican Party all favored the creation of as many black majority districts as possible.
Since the inescapable fact is that a very large majority of blacks vote for Democrats, by concentrating them in fewer districts. Republicans gain increased opportunities to win in the remaining districts.
Though there are more blacks serving in the House of Representatives today by far than ever before, Republicans control the House, and at least part of the reason for that control is due to the redistricting process.
In Virginia, blacks will likely hold more seats than ever in the House of Delegates come next January, but Republicans have made steady gains in both the House and Senate since the redistricting process — a process controlled by Virginia Democrats — was completed.
