Some, including many teachers organizations, say the move strikes them as purely political. They say the November elections fueled Dr. Bosher’s remarks, and since Republicans failed to gain a majority in the General Assembly, support for the proposal sank and thus prompted a retreat from it.
Mr. Bosher’s proposal would replace the “continuing contracts” Virginia now offers teachers with three to five-year contracts. The Board of Education voted to “monitor” the proposal if it makes its way to the state legislature.
