Carol Johnson, president of Rappahannock’s education association said the association as a whole has not discussed this issue, so she could not speak for the teachers’ group. She said the evaluation process could be made stronger, “but 1 ddh’t believe in just doing away with tenure.”
For now, November’s election may have sealed the fate of term contracts for teachers in Virginia. With the inability of Republicans to gain a majority in the General Assembly, many of the governor’s proposals face a bleak future.
But Del. Hamilton will continue to submit his bill in the hopes that one day it will attract enough support to pass.

Foster homes receive a stipend for die child’s care that ranges from $268 :o $388 depending on the age of the child. The children have foil medical :overage. She said the children need tomes with consistent rules, where they will get a lot of attention and structure and a “sense of families doing things together and not always fighting with each other.” She said :ounseling is available for the children and parents and social services is available on a 24-hour basis.
She said there is one foster home that has been particularly successful with teenagers, but they do not have space for any more. When the children are returned to their own families, they regularly check in with their former foster parents, Mrs. Leathers Said. She said the children are “loved unconditionally,” but the home is very structured. At first the teenagers resist that structure, but they eventually realize they need it.
The department is currently looking for a home for a 13-year-old boy. He has been staying with relatives, and that is not working out, she said. They want to place the boy in a home with a “strong male presense,” something that has been missing from his life.
Ms. Ward said the department ist working also on developing a mentor-* ing program, particularly for the children when they are returned to their homes. “We’re looking for someone to take a kid out for an afternoon ofbasketball,” Ms. Ward said.
