For the past four years, Del. Phillip Hamilton, R-Newport News, has introduced legislation that would lengthen the probationary period to five years and would replace “tenure” with five-year contracts. Local school systems would have the option to renew or not renew the contract after Five years.
Each year his legislation is bottled up in committee and never reaches the floor.
“It is my philosophical belief that people being paid with taxpayer dollars should not receive an indefinite length contract,” he said.”
He dismisses the argument that eliminating tenure would turn the teacher dismissal process into an exercise by administrators in political appointment as “fear rhetoric.”
