placement works very well.” She said there are procedures to remove a teacher on tenure who is “not measuring up, but you have to have sufficient reasons.”
She said, “Good teachers are hard to find now. If a person is dedicated and wants to go into teaching, I think you should have a framework that gives them some security.” She noted that teachers have to continually take courses and seminars to keep their teaching certificates in effect.
School Superintendent David Gangel for the most part echoed her sentiments. “I’m not of the opinion we should sumarily do away with tenure,” he said. “If we have problems we have avenues to follow,” he said.
Following the procedures for removing a teacher for just cause can be time-consuming, he said, and the school system has to be prepared to defend its decision in court if necessary, but things rarely reach that point.
“I’ve spoken with Dr. Bosher,” he said. “It’s my impression he feels it is an issue that should be on the table.as part of the whole issue of accountability.” He noted that the schools will be following new Standards of Learning starting next year. Still to be developed are “new state assessments,” presumably some sort of tests, to determine how well students are mastering these new standards.
If superintendents and building principals are held accountable for how well students do on these tests, it may become necessary to develop procedures for removing unsatisfactory teachers that work more quickly than following current rules, he said.
Teachers and their advocacy groups predict drastic effects if term contracts were enacted.
