RICHMOND — The House of Delegates overwhelmingly defeated a bill that would have overturned Rappahannock County’s ban on the land application of sludge.

County Administrator John McCarthy reported that the House was busy trying to move legislation through and on to the Senate late Monday, when the bill came up.
