He also warned members against designing for an applicant. ' There is a fine line between suggesting and saying they should do it a certain way, he said.
Mr. Reynolds added that members should also look to the Comprehensive Plan if a decision cannot be made after looking at the HDO for guidance.
Mr. Matthews commented that the public thinks the ARB members do not understand their jobs.
Louise Van Dort asked what the ARB has done to create this image. She complained that there are three signs up in town which never came before the ARB for approval and said she felt there were some inequities. “Those are the things that people remember,” she said.
Fran Eldred, who recently resigned as the Chief Magistrate for the 20th Judicial Circuit, said that three people had come to the Magistrate’s Office to make complaints of verbal abuse from the ARB. Mr. Eldred said he felt the board should try and treat the public with respect.
Mr. Reynolds told the members that if there is a difference in the way they treat people (applicants) there must be a legitimate reason. v“i”' tf ih application' TS toned down, Mr. Reynolds said, the ARB needs to make specific findings why they are turning it down that relate directly to the ordinance.
