But even more worrisome is the disjointed approach to development which seems to be inherent in the Village Center concept itself. While it may be true that development under a concept is better than totally haphazard development, it does not follow that just any concept will do.

I think that those who plan for the future of Culpeper should be very mindful of the quality of life that those already living here enjoy, and must seek not to degrade that in any way.
