But even more worrisome is the disjointed approach to development which seems to be inherent in the Village Center concept itself. While it may be true that development under a concept is better than totally haphazard development, it does not follow that just any concept will do.
I think that those who plan for the future of Culpeper should be very mindful of the quality of life that those already living here enjoy, and must seek not to degrade that in any way.

It amazes me that everytime there is any mention of increasing the budget to fit the ongoing needs of our schools, someone has to write the paper against it. Now we have someone who thinks that hours of homework and final exams to third grade students is the answer to our problems in the schools. I bet the Board of Supervisors is thrilled with
