A third, more practical and sensible, is to prepare and hand every potential builder a folder he and his home and driveway contractors could use. It would list common-sense precautions for preventing or minimizing erosion and visual change. In his rounds, the Building Inspector can check for violations.
In these ways, a public benefit comes at public expense, as it should.
Another observation: proponents of the draft changes would stop change. But, the one constant in the universe, including the world and everything on it, is change. There are more forested acres in Rappahannock County now than 100 or 50 years ago. No one planned that; it resulted from changing economies for farming and fruit growing.
Nothing wrong with trying to control change for the benefit of all. But let’s not fall into the zealot’s mindset that sees only the goal, not the means, and ignores human nature. The Prohibitionists tried and failed some 75 years ago, leaving a legacy of organized crime. Totalitarian governments tried to perfect society, at horrendous costs. Fortunately we’re not facing that!
