In a later interview, Mr. Tompkins said that he favors an environmentally friendly balanced ecosystem, and it would make sense that the town have legislative control over it. He pointed out that he has been told that an acceptable discharge of fecal coliform from septic systems is up to 200ppm (parts per million). Most of the town, he said, is not that high but a cow pasture could be up to 500ppm.
Before a wastewater system is decided on for the town is designed, the designer will need to know how many people will be usirtg it. The size of a wetlands or drainfield has a limited task it can accomplish, said Mr. Tompkins. That is another reason why it would be good for the town to know if the boundaries are going to be expanded before they really get into looking at wastewater issues.
