Both Waddell of Loudoun and Sen. Charles Colgan of Prince William County say they approached Beyer about taking up the car-tax theme long before Gilmore gave it top billing on his campaign signs.
It was Charles Colgan, in fact, who in 1996 proposed replacing the car tax with a higher state sales tax. In January of this year, he introduced a bill to do that, but he soon withdrew it, realizing it didn’t have a chance.
