Gangel introduced his Equilibrium Finance Projection , chart and said it was not a bad picture when looking at operational costs, but it did not allow for the capital improvement costs.
Based on the Standards of Learning changes, eight classrooms, two science labs (one being a renovation), larger physical education space and larger teacher work areas are needed, said Gangel. He requested and was given approval for preliminary discussion with an architect and engineers.
Buildings
Engineers are needed to help solve the roof problem over the shop at RCHS which collects three inches of water after a hard rain, said Gangel. It is a similar situation to the leak in the auditorium roof which was replaced this fall.
The RCHS restroom needs gutting and renovation and those at RCES requires less renovation, but a contractor’s estimate of $60,000 is probably low, said Gangel. He said he is looking at the lighting and electrical specs, new windows and boiler replacement also.
The RCES roof over the cafeteria, repaired in 1996, has had continuous problems with leaking and Gangel said he is giving the contractor, L.A. Restorations in Laurel, Md., “one last shot” at correcting it. Owner Wilson Linkous has not returned Gangel’s numerous telephone calls and messages. Gangel hopes the problem can be corrected while the warranty for the roofing material from Garland Company is still valid.
The pitch of the roof is wrong in places causing two ponding areas and the roof is not correctly attached to the building. Besides leaking, a strong wind could carry the roof off the building he said. A motion carried unanimously to send out bids.
