At its last meeting of 1999, the Rappahannock Library Board of Trustees feted outgoing president Franklin Warner with farewells and an after-meeting lunch. Earlier in the meeting, Warner, whose term expires at the end of the year and who was elected to the School Board by Stonewall-Hawthome District voters, reminisced about library progress during his tenure.
He noted that he was appointed to the Library Board of Trustees in 1992 and in the years since has been involved in library system and facility enhancements including development of new bylaws, budget improvements, telephone system and computer upgrades, and building and grounds improvements.
He said that his board involvement “has been a pleasure for me” and recalled that when he left the county in 1943, Rappahannock did not have a library and, “even if it did I couldn’t have used it— and now I am president of the Board!”
Warner suggested that he would attend the January board meeting and would officiate until the President’s Report, and would then turn the meeting over to the new board officers. The board rejected this offer, and a suggestion was made and accepted that he submit a memorandum outlining any activities in which he was involved between the December board meeting and the end of 1999.
