book was finally at the printer, and that he has been working on reconstruction of the Class of 1999 yearbook. He noted that he had acquired the required photographs and had completed many of the pages, but was seeking help from the Class of 1999 and would host a meeting in January or February in an effort to find the assistance to complete the book.
He also said that the book would be dedicated to Daniel Digges. He was praised for his single-handed efforts by School Board member Rosa Ann Sharp. Mr. Raines also reported on progress of the senior class trip, noting that he had selected bus travel over air travel, and that fifty-five out of sixty-six in the senior class had signed up for the trip, and that the trip would cost $218 per student, • compared to nearly twice that for last year’s trip.
Dr. Gangel introduced the upcoming budget process through a discussion of his budget philosophy. He said that when working on the budget he starts with salaries, and has already investigated the salary plans of other local jurisdictions to ensure that Rappahannock could plan to remain competitive.
He said that Culpeper and Madison are seeking to start teacher salaries at $30,000, and that other jurisdictions are planning increases of from 7 percent plus a step to 15 percent.
The Board appeared to be in general agreement that the budget process should target excellence and competitiveness, and he will develop the budget on that basis.
