In his remarks to leaders of Christian Religious Organizations on Oct. 13, 1983, Mr. Reagan announced that after Franklin's motion, "they opened all the constitutional meetings with prayer." In fact, the delegates took no action on Franklin's motion nor did his motion result in daily prayers.
