There is a movement afloat in the General Assembly to get more young men of Virginia to register for the draft. The legislative proposal was to withhold a Virginia driver's license from young men who have not registered for Selective Service. A good goal, but wait a momenf’our young men are eligible for a driver's license at the age of fifteen and a half, but cannot register for Selective Service until age eighteen.

If we are concerned about non-registration bv some young men. should we issue driver's licenses only valid until age eighteen in order to force them to re-apply at draft registration time? Neither the bill nor the floor debate provided an answer. Accordingly, last week on the House floor I voted against the bill. It passed 64-35.
