Eagle Scout Phillip Thomas, Troop 36, Washington recently received the silver palm award from Shenandoah Area Council Executive Board member Darrow Kirkpatrick. Eagle is the highest rank in Scouting and is achieved by less than three percent of boys entering Scouting.
What is not generally known though, is that a boy can progress beyond Eagle by earning palm awards for his Eagle badge, although this is quite unusual.
Thomas, a Rappahannock County High School senior,was the first Scout in Rappahannock County history to earn a palm. He has earned a total of three palms which is quite rare on the Council and National level.
