He is also a Federal Railway Administration-certified fireman and brakeman for a tourist railroad in Maryland, and has been working with an ad hoc group that is attempting to create a tourist railroad in Shenandoah County, Va.
The possibility of that railroad, the Virginia Central, is real, and Phil said that it makes great economic sense to create it. The proposed line would run steam engine-powered tourist passenger trains, as well as a short-line freight train, between Strasburg and Shenandoah Caverns on some 20 miles •’of track that the group is attempting to acquire. He noted that Virginia is the only MidAtlantic state without a tourist line, and that all the other lines have proven to be profitable, both to the operators and to businesses in the vicinity of the railroads.
