DC area not meet federal Clean Air Act standards for ozone, it’s likely that when the new standards are in place (current standards don’t protect human health!), Frederick CountyWinchester will join the much longer list of nonattainers.
Even closer to home is the Shenandoah National Park which has some of the highest concentrations of ozone smog in the country.
Our surrounding counties, Fauquier, Madison and Page were listed in State of the Air 2002, put oufby The American Lung Association, as being high ozone areas. In those areas the children, the elderly and those with breathing disorder? like asthma are at high risk.
Land use trends, loss of farmlands, unplanned—for growth, congestion and transportation nightmares, money being spent unwisely—the list goes on. This report offers a tremendous amount of information, and many suggestions for changing the way we grow and should be part of every citizen’s required reading and thinking.
One suggestion offered in the report and already current practice in Rappahannock is the conservation easement which is a way for landowners to protect their lands from future development while receiving “significant financial benefits.” In addition, “the General Assembly has authorized state income tax credits for easement donations and in the past session made the conservation easement even more attractive to farmers by allowing the tax credit to be sold or transferred” to someone else.
Virginia will continue to grow, perhaps as rapidly as projected, and Rappahannock will continue to grow at its pace. Where are we growing? stated very clearly, “The question is not whether Virginia will grow, but how we will grow.”
