What the Town of Washington is going through in
its debate—which has evolved into a lawsuit—
over the town's Historic District Ordinance versus property rights has been happening throughout the country ever since the first historic district in the United States was established in Charleston, South Carolina in 1931.
It's been debated in places like Old Town, Alexandria, and it currently is an issue in The Plains, Va., where the Town Council there will decide next week whether to substantially expand the town's historic district by 60 properties. Some residents there feel the historic district unfairly limits property rights.
